FF tier — W + PLATINUM → 5★; Y + (PLATINUM|GOLD) → 4★.

Cost cap — regulation-driven (see table below); tenant override may tighten when currency matches.
Distance fallback — PREFERRED ≤ 5 km, ACCEPTABLE ≤ 15 km, FALLBACK ≤ 30 km (OUT_OF_BAND raises an exception).
